After discussion it was agreed that the Committee, in
consultation with the Air Ministry should prepare a short
statement on the subject to be sent to the Joint Wireless
Committee of the Chamber of Shipping and the Liverpool
Steamship Owners' Association with an enquiry whether the
proposed service was likely to be of interest to shipping.
Mr. Macleod (Canada) stated that Canada was much interested
in this question and he indicated that she might be desirous
of taking part in a North Atlantic Empire Scheme. It was agreed
that the question of bringing the scheme to the notice of the
other parts of the Empire should be considered later.
7. Dredging of Hong Kong Harbour, (vide paragraph 10 of the
Minutes of the 169th Meeting).
The evidence of Mr. 0.G.S. Mackie, of Messrs. Mackinnon,
Mackenzie & Company (the P. & 0. Company's Agents at Hong Kong)
and a member of the Governor's Advisory Committee was taken
on this subject. After Mr. Mackie withdrew Sir Leopold Savile
demonstrated on a plan the area which the Admiralty proposed
should be dredged for their purposes. Sir Leopold suggested
that, on the assumption that the proposed dredging was
approved by the Board of Admiralty, the Governor of Hong Kong
should be informed of the proposal and asked to include it
with any dredging undertaken for merchant shipping purposes,
it being assumed that the Admiralty would contribute a subsidy.
In the course of the discussion which followed the
Committee agreed that in view of the evidence of Mr. Mackie
in regard to the manoeuvring of large liners in Hong Kong
Harbour, and also the statement of Capt. Edgell with regard
to the manoeuvring of large warships, they would recommend
that the area of the harbour west of Kowloon Peninsula
indicated on the plan supplied by the Hong Kong Government
should be dredged to a depth of 36 feet, it being understood,
however, that since the expenditure involved would be
